EV smart charging regulations 2022 in US and Europe

As most countries around the world have announced the politics on the limit of C02 emissions, electric vehicles sales have been growing exponentially. The growth in EV use is placing power grids under strain, and meeting the growing electricity demand is an ongoing challenge for all countries. 


To solve this problem, governments and individuals are looking at smart charging as a way to manage EV charging loads and optimize energy use. 


Smart charging can benefit EV drivers as well as the grid operator, by making charging more predictable and allowing easier management of peak electricity loads. Besides, it can optimize and integrate renewable energy sources.

Since smart charging is crucial for current and future EV charging systems, let's see the related regulations in 2022 in the US and Europe.


The United States

The US’ requirement for interoperability between the different charging providers, setting similar payment systems, pricing information, charging speeds, and more. As such, the user experience would be greatly improved. For example, the charging process can communicate and operate on the same software platforms from one state to another. 


While not exclusively focused on smart charging, the package of EV charging standards proposed by the US aims to create outcomes of accessibility and connectivity that are greatly facilitated by smart charging. So, even without specific requirements for smart charging, the NEVI Program will likely still contribute to the rising use of smart charging in the US.


The European Union

The two main regulations proposed by the EU to reduce CO2 emissions from transportation are the European Green Deal and specifically, the Fit for 55 package. 


A significant element of Fit for 55 is the ban of new internal combustion engine (ICE) vehicle sales within the EU by 2035, which was officially approved by the European Parliament in June 2022. In turn, this creates new challenges as the EU transitions to electric mobility.

To meet the growing demand for EV charging, the Fit for 55 Package includes the Alternative Fuels Infrastructure Regulation (AFIR) proposal. Under this plan, all new publicly-accessible charging stations in Europe will have to be digitally connected and capable of smart charging. 


The Renewable Energy Directive III would require all private charging infrastructure to also support smart charging. This would enable EV drivers to benefit from real-time control over the charging session, optimized information on the status of a charger, and a comprehensive overview of charging times and costs.
