Kazakhstan government takes measures to support the development of electric vehicles

LS website reported on June 1 that the Eurasian Economic Union plans to raise the import duty on electric vehicles to 15% from 2022, according to a release from the Ministry of Industry and Infrastructure Development of Kazakhstan. At the same time, the Kazakh government decided to apply zero tax rate on electric cars, electric buses and electric trucks at the end of their life from June 4, 2021. The above measures will help promote the production of electric vehicles in Kazakhstan. At present, Kazakhstan has not yet commercialized the production of electric vehicles in the country. The government is studying the issue of local production of electric vehicles and plans to export electric vehicles made in Kazakhstan in the future.


At present, 48 units of JAC iEV7S electric vehicles have been produced at the "Golden Steppe" automobile plant on a trial basis. The vehicle is equipped with the latest liquid cooling/heating system for battery packs and meets the technical standards of the EU and the Eurasian Economic Union, and will be ready for export in the future. The JAC iEV7S model is priced at 14.9 million tenge ($35,000) in Ha, which is comparable to the price of another JAC electric car currently sold in the Ha market. In addition, Ha also produces eight models of Yutong and Ankai electric buses, as well as the Golden Dragon electric bus (produced by Hyundai Bus Works). In the past 2 years, 115 electric buses have been produced and put into operation in the cities of Nursultan, Pavlodar and Aktau.

In order to reduce the price of electric vehicles, the Ministry of Industry of Kazakhstan, together with the Ministry of Ecology, is studying the development of policy measures to promote the production of light electric vehicles, including the exemption of transport tax for owners of electric vehicles. To address infrastructure issues, charging stations have been set up within the cities of Nursultan and Almaty, as well as along the Nursultan-Almaty and Nursultan-Shuchinsk highways. Of these, 50 have been set up in the city of Nur Sultan, 52 in Almaty and 1 along the Nur Sultan-Shuchinsk highway.
